Benjamin Franklin Simpson was born in 1836 in St. Clairsville, Ohio to William P. and Rachel (Duvall) Simpson. He was first educated at a common (public) school and later at a military academy in Washington, Pennsylvania. Soon after his return from the military academy, he was appointed Clerk of the District Court and began studying law.
